Position Statements

A key component of MIBOR's role in economic development is being active in researching and participating in public policy issues. MIBOR's main approach is to encourage strong, updated comprehensive plans in all the communities it represents. These position statements should appropriately reflect all stakeholders and vary based on the values of each community.

Over the years, these policies have helped spur MIBOR to participate in the following:

  • Supporting and helping create the Marion County's Wellfield Protection Ordinance
  • Supporting and helping create Shelby County's Land Conservation Ordinance
  • Opposing disproportionately high impact fees in Hancock County
  • Opposing a Carmel proposal to ban aluminum siding

MIBOR's position on growth is that change is inevitable in most communities. When it does happen, communities need to be prepared with long-term plans to ensure the change reflects the collective values and desires of all the stakeholders.

MIBOR's public policy committee helps shape MIBOR's approach on the following issues:

Provide Housing Opportunity and Choice
MIBOR advocates that plentiful housing choices be available to all consumers, regardless of their income.

Build Better Communities
MIBOR strongly supports quality-of-life issues, such as affordable housing choices, good schools, low crime, quality public services, efficient transportation systems, ample recreation and park areas, open space, a strong employment base and economically viable commercial sectors.

Protect the Environment
MIBOR is in favor of policies and programs that aid in the control of pollution and encourage preservation of natural resources, significant lands and properties of historical significance. It also encourages the protection of endangered species, aquifers, rivers/streams, agricultural lands, wetlands, scenic vistas, natural areas and open space.

Protect Private Property Rights
MIBOR believes government should not diminish the value and use of property without their owner's consent.

Implement Fair and Reasonable Public Sector Fiscal Measures
MIBOR supports balanced, fair, equitable and incentive-based approaches to finance and pay for the development, expansion and maintenance of roads, schools, and water and sewer facilities. The populations served by the improvements should share these costs proportionately.
